SOLVED Weird cartoon my buddy and I saw in El Salvador

Hey all, I have had this question in my head for months, since I went to El Salvador. There's a cartoon that I watched there that was super out there. Im pretty sure it was from the 80s. It was all in spanish, so I didn't pick up any dialogue. I do remember a few details though:

There was a little boy in a turban that could shapeshift. He turned into a cat and a marble in the episode I watched.

There was a pirate-ish villain, who had huge blue lips and blonde hair, I think. He also had a glass eye. He had a pet cat with a ribbon on it.

His henchman wore white gimp suits (or, that's what it looked like).

The villain was harvesting pearls out of a giantess' hair as his henchmen combed it and she sang. She had Bluish hair.

The hero of the show was an average looking hero with brown hair, not very memorable.

The episode ended with the villain trapped in a snowglobe as the protagonists laughed.

The whole show was rather surreal, and pretty cool, but no matter how hard I search the internet, I for the life of me can't find it. It would be awesome if someone could identify it.

do you remember if it was anime or western style animation ?

sort of a mix of both, but leaning more towards western.
