"Popeye's Treasure Hunt" is a segment on "The All-New Popeye Hour" cartoon series from Hanna-Barbera that ran from 1978 to 1983.
There have been at least two Region 1 DVD releases of this series, but unfortunately- neither of them contain these particular segments.
But, for those interested, here are the DVD links.

I love Popeye, but I grew up watching mainly the classic shorts from the 1930s and so forth- along with the "Popeye and Son" cartoon that aired in the late '80s. "The All-New Popeye Hour"? I may have seen some of this at some point. I don't remember now. I know I saw the 1980 live action "Popeye" movie with Robin Williams and Shelley Long- I always enjoyed that as a kid. Smile Cool
But it's been a really long time since I've seen any Popeye.
