I can't remember, but I need to know

I remember an animated movie from my childhood, but cannot remember the name. My friends tell me that I dreamt it, but I know it is a real movie...please help!

The movie was Oriental in origin, I am not sure from which country it hails exactly, but the story is about four brothers who are coincidentally all wizards and each lives in a different part of the world (four directions). One brother is dressed in blue, one in yellow, one in red, and one in green. All four ride on dragons that match the colors of the robes that the wizards wear.

I think that the one of the brothers was corrupt and they had to stop him from destroying the Earth or something.

Any help would be great!

of science, four powerful wizards gathered to pool all the magic
at their command to create an oasis of magic to hold the last
of the enchanted world. All agree except the wizard that

mankind's tendency toward self destruction. The evil wizard
would give man weapons and the power to wage war, then sit
back and watch the bloodshed.

The remaining three had a prohibition against interfering
with other wizards so they used a spell to reach out into
time and space to summon a hero who could defeat the evil wizard.

since it was made by Rankin/Bass it could be
argued it was only sort of anime.Rankin/Bass had an
animation studio in Japan as well as the states.
The Last Unicorn can also be argued to be half anime
