Guess that Cartoon Character (round 151)

It is time to play a game called Guess that Cartoon Character! It's just like 20 questions but with no limit to how many questions can be asked and the answer is always a cartoon character. I will give the first letter of the first name of a cartoon character that I am thinking of then you try to guess it. Who ever guesses it right first gets to pick the next character!

Rules
*Yes/No questions only
*One question at a time, makes game last longer
*After 12 questions a hint will be given (unless the guessers are close)
*When it is your turn to give a cartoon character please start a new post and include all the rules

He has a weapon, that he is a specialist of. The weapon itself is ordinary.

The show doesn't take place on Earth.
