I have this faint memory of an odd cartoon that I can not find with various google searches.
A few things I remember about it:
Quirky and Short old man who shuffled his feet
He either talked little or in an odd way
He was building or built a homemade rocket
He went up and floated around in space
A boy went up with him, I think
It would probably be early eighties
It came on very, very early - something like 5:30 or 6:00 am Saturday Morning (if that helps)

A couple of things come to mind:
First of all, I'm reminded of The Adventures of Teddy Ruxpin, though it's definitely an airship that is built and Teddy Ruxpin is a bear that accompanies the old inventor. So I'm sure that one's not it.

I'm also reminded of Dr. Snuggles- http://en.wikipedia.org/wiki/Doctor_Snuggles
Perhaps this is the show you're thinking of?

I'm also reminded of Disney/Pixar's "Up" but that's obviously not it either. (But interesting that this kind of storyline has been done a number of times.)

After looking up a bit of info on Dr. Snuggles, I now understand why it stuck with me and seemed so odd at the time. I was probably only 6-8 years old the last time I saw it (born in 1975), and I'm surprised how much I remember was fairly accurate!
It's been fun going down memory lane the last week looking up and watching the older cartoons/intros/theme songs with my wife on youtube and netflix.
