Does anyone remember these?
1. "Why Me?" song--Very repeititive, ending with another character saying, "Why not?". It might have been part of a show like the Electric Company. (seen during 1983)
2. A kidnapped girl, who's tied up or handcuffed and gagged, is being teased with an ice cream cone hovering in mid-air in front of her, while a (disembodied?) voice is saying something like, "Missy, do you want an ice cream cone?" (seen sometime between 1981 and 1983)

Thank you, teddy0bear and Straydog!
I guess my memory of the first one is a little fuzzier than i thought! Most of the cartoons i watched i remember by name (like Scooby-Doo, Inch High Private Eye and even Rubik the Amazing Cube).
I'll post another comment once i can find Miss Switch.

I was able to find two Miss Switch specials (The Trouble With... and ...To The Rescue), but neither of them are it.
