Girl ad her dog on a strange planet / short white darth dude

Hope u can help a troubled soul.

I remember a cartoon, short ad sketchy, very spartan in appearance.

A girl and her dog are on some strange planet / space city, where it´s controlled by some short, white, darth vader looking chap.

There was also a "stormtrooper" type army, who were under the control of the white darth guy.

And white darth guy always used to get chewed out by some overlord type "orson" (from mork and mindy) voice in every episode.

I think the cartoon was european, but i was too young to remeber
