vague memory of an 80's sci fi cartoon

Okay, this has been frustrating me for a long time now. It is an incredibly vague memory of a cartoon episode or possibly animated film that could either be American or Japanese and I can't even remember when I saw it (most likely between the early and mid eighties). The ONLY thing I remember is that it's a science fiction and at one point there are villains that take peoples limbs and other body parts and attach them to themselves (they are cyborgs i believe) so I assume this is not a saturday morning cartoon. Any help would be appreciated!
