Help identifying 80s or 90s cartoon please

I have been searching both 80s and 90s cartoon archives with no luck. I also searched Google images to see if any familiar images came up but nothing.

I remember parts of the cartoon, but not its name. I was an 80s and 90s kid so I'm not 100% certain if it was an 80s or early 90s cartoon.

The details I know:

* little people living peacefully on an island, all with colourful hair (they were not trolls I think)

* they can breathe underwater

* evil woman on a large oil rig type boat anchors her boat nearby and for some reason wants to take over the island

* evil woman has two assistants who are of course bumbling and stupid

* evil woman and her assistants are human and can't breathe under water

*the little people's peaceful life is threatened in every episode but they always win in the end.


That's all I remember. Does it ring a bell for anyone?

Thank you! I've just Googled The Smoggies and that sure is the cartoon I remember.
The little people on the island were the Sun Tots and the baddies were the Smoggies, their ship was the SS Stinky Poo

Gosh, what an obscure cartoon. I think I liked The Smurfs, The Snorks, The Gummy Bears and Inspector Gadget more than I liked this.
