Bit more hint. The character isn't a physical item you can hold or touch. More of a concept that can be expressed on paper or blackboard. A mathematical concept, in this case, although, if renamed, can be a language concept.

Correct. I was beginning to worry that this cartoon was too obscure. I like it as well as "The Bear That Wasn't a Bear" ("You are not a bear. You are a funny-looking man who needs a shave and wears a fur coat.")

It is pretty obscure to me- I wouldn't have found it without some hints... I was thinking "Donald in Mathmagic Land" for a while, but then you said it wasn't by Disney. Wow- well, good choice. I'll post a new one in a while.
