one i vaguely remember from child hood, the part i remember most was a main character being killed by a cloud with red eyes, and as far as i remember the main characters were two children.

just remembered more, there was a scene where a boy was about to burn his hand in a blacksmiths (i think) fire, but the blacksmith threw a rag at it to stop him

nearly sure a tv series, but then again, could have been a movie, i remember a cloud with red eyes.

I'm thinking this probably isn't it, but your post made me think of the 1990 anti-drug PSA special- "Cartoon Allstars to the Rescue"
(which did feature a boy and a girl as the main characters, and there is a cloud of smoke with eyes- and since he represented illegal drugs- this guy definitely kills.)
