Does it say anything on the bottom? How do you know that they are from a cartoon?

they don't say anything on the bottom.
But i know that i have seen this cartoon before. (or it could be that they all blend in together since most sci fi and superheore cartoons tend to start following the same pateren and look a like.)
and at first i thought he man or masters of the universe. then i thought about other sci fi cartoons but there are so many to look through. i just know i've seen these two women from somewhere which caused me to get them. i've even been looking through all the heavey metal cartoons as well. i'm just hoping someone out there knows them and can help me get the answer.

They're definitely not from He-Man/Masters of the Universe. But the style is definitely reminiscent. Maybe they're just designed to be knock-offs and not really licensed products? It's an unusual concept to see salt and pepper shakers made out of licensed cartoons; one would think that you'd be more likely to get a candy dispenser or something more kid-friendly.

Maybe from She-Ra: Princess of Power? I never watched that so I can't say.

I don't think so. The closest from She-Ra would be Catra and Scorpia but it's not quite right.
Catra:

Scorpia:
